The Civil Aviation Administration of Vietnam has proposed the Ministry of Transport for requesting the Ministry of Foreign Affairs to limit the arrangement of package flights (combo) to bring citizens to Noi Bai and Tan Son Nhat airports. This is to avoid overloading the COVID-19 rapid test area at these two airports.


According to the Civil Aviation Administration of Vietnam, from January 4 to 7 there were 47 international flights landing in Vietnam, including 16 regular commercial flights, 20 package flights, 11 flights carrying international experts and tourists. A total of 6,094 visitors entered the country.


The Civil Aviation Authority of Vietnam (CAAV) said that in the past few days, in order to minimize congestion at the rapid testing area at Noi Bai and Tan Son Nhat airports, this agency has closely coordinated with airlines in extending the landing time of flights.


However, because many airlines have difficulty in changing their time of departing from abroad, the adjustment cannot be done thoroughly. Commercial flights, carrying experts using slots (time of takeoff and landing) at foreign and Vietnamese airports cannot be adjusted, in order to avoid the loss of these slots.


Covid 19




The Civil Aviation Administration of Vietnam has proposed that the Ministry of Transport request the Ministry of Foreign Affairs, as the focal point in reviewing and approving package flights, to minimize package flights carrying citizens back home from landing in Vietnam. Noi Bai and Tan Son Nhat airports until there are adjustments to regulations on rapid testing for passengers on entry.


According to the dispatch No. 9406/CD-VPCP of the Government Office issued on December 23, 2021, on strengthening control of the new strain of Omicron of the SARS-COV-2 virus, passengers traveling by plane from countries with Omicron strains to Vietnam must undergo rapid testing before boarding and after disembarking.


During the operation of international flights, the Civil Aviation Administration of Vietnam received requests from many airlines to cancel the rapid testing before and after the flight to Vietnam. Instead, passengers will be required to test negative for COVID-19 within 48 hours instead of 72 hours before entry to increase reliability.


Many foreign airports do not have a rapid SARS-CoV-2 test service, with airports arranged, the cost is about 270 USD / time like in Japan, expensive for guests. Waiting for quick tests and getting results after entry at the airport causes congestion when many international flights arrive.


On January 7, the Ministry of Transport proposed to the Prime Minister to allow the uniform application of regulations on pre-flight SARS-CoV-2 testing according to international practices applied in the past time. (not required to perform rapid testing before boarding and after disembarkation) on the basis of adjustment as prescribed in Official Dispatch No. 9406/CD-VPCP.
